Hi,
I need to learn to stop spending. I have four Credit Cards, I am not over
my balance and I am pretty good at paying them off but I am still 4000 in
debt. Plus I have to pay my Roth Ira and my Cell Phone bill. How do I put
a Budget plan so I can pay my Roth and Cell Phone and still have money left
over.

If you are still charging on your card cards stop that. Pay off the one
with the highest interest rate first (put as much money as you can towards
that one) and pay the min amounts on the others. Once the highest rate is
paid off put that payments towards the 2nd highest rate one.
With the Roth IRA... that is great that you are putting money aside for your
retirement. Just put that aside and don't even think about it. You can put
in $3000 this year (or $250 a month) Maybe pay yourself first. However I
would try to pay off the credit cards before putting in the entire $3000 in
your Roth.
Bills.. besides credit cards and cell phones... do you have anything else?
(I wish that was my life LOL) Seriously though... you have to look at
what is coming in vs what is going out?
