Water lines won't freeze until it hits 32 degrees! It has gotten to -36 here and my basement was unheated and only got down to +38 degrees-- no frozen water lines! If your basement in in the ground and is insulated it should stay warm enough to not freeze. My entire south side is open with lots of windows and huge double doors but it still stays above freezing (+32 degrees)
